Biography
Roe M. Parker is a sought after speaker with plenty of
experience.  He draws from his wealth of private and
public sector experience-29 years-to educate and motivate
others through his speeches, seminars, and workshops. 
Roe works effectively with a wide range of groups because
his programs mix varied learning activities to meet the needs
of each group.

He sees practical strategies and easy-to-learn solutions
needed to treat the complex problems in today's work
environment.  Roe has the unique ability to move people and
organizations through self-imposed barriers.  As a training
professional and certified by Toastmasters International
(Advanced Communicator - Bronze), he ensures each program
includes up-to-date information, sound adult learning principles,
along with pre-program assessments.  Roe has also won the two Toastmaster International Speech Contests for southern Wisconsin.

Currently, Roe works as an independent consultant to businesses, universities, and non-profit organizations. In early 2010, he transitioned his business to full-time status
by launching additional services around the topic of how technology-especially robots-will revolutionize our lifestyles within the next 3,000 days.

In 1988, he started his part-time consulting and training business. The business has thrived over the last several years and prospects are bright for 2012.  Driven by his curiosity attribute, Roe continually researches his topics to ensure they include the latest content.  His workshops are highly rated because participants learn more through his use of accelerated learning techniques.  He is asked back by many of his clients.  Roe’s two project management workshops has been a fixture of the University of Wisconsin Madison, Small Business Development Center since 2001.

Roe is the elected leader of the Dane County - Kassel Landkreis (Germany) Sister County project.  The project promotes and manages political, educational, cultural and business exchanges.  He is also active in the Madison - Freiburg (Germany) Sister City project.

Recent Professional Background Information

From 1998 to 2010, Roe worked as a Program Planning Administrator for the Wisconsin Technical College System Office in Madison, Wisconsin, USA.  A major achievement was leading a team that created an innovative statewide program evaluation system (based on quality and continuous improvement concepts) for Wisconsin's adult basic education grants/courses.  He also provided leadership to a statewide, multi-million dollar grant program for the training and development for incumbent business and industry workers in Wisconsin.

In 1979 he joined the Wisconsin Departments of Health and Social Services and Workforce Development as a Training Officer.  During a 12 year period, Roe instructed over 200 workshops and seminars on computers, leadership skills, quality improvement, organizational development, and technical topics.  By 1992 Roe was promoted several times to a training manager position.  In 1998, his responsibilities included managing 55 employees, 8 computer training facilities, and a $7 million dollar annual budget.  In 1994 his leadership skills were recognized by the Wisconsin Social Services Association by winning the coveted President’s award.

Elected Official and Non Profit Background

Motivated by a passion for public service and education, Roe started his public career when he was elected Winnebago County Board Supervisor by a 2 to 1 margin.  While working for three years as a community organizer for several community action agencies, he led pioneering, innovative, projects across Wisconsin such as community gardens and emergency food pantries. 

Fund Raising and Community Service

In 1996, Roe joined Buckets for Hunger, Inc. a national fund raising group for emergency food banks and pantries in Wisconsin, New Jersey, Illinois, Iowa, and Idaho.  Since their inception, the organization has raised over $1 million.  He was elected to the Board of Directors from 1997 to 2008 and has received several awards for his community leadership activities.

In 1999, the allure of basketballs bouncing on a hardwood floor captured Roe's attention.  He transitioned his love of basketball into a 9 year stint as a WIAA certified basketball referee.  He worked as a "ref" in the Bight Eight, Badger, and other conferences in the Dane County area and is an advocate for women's sports.

Roe also served for seven years on the Board of Directors for the South Central Wisconsin chapter of the American Society for Training and Development.  In 1987 Roe was elected President and led a team of 28 volunteers to win several national leadership awards.

He is an avid golfer, music fan and gardener.  Roe is a frequent speaker at his church in Oregon, WI.
